SCL-5030 TCL is online Thuraya Intercept and Logging System. SCL-5030 TCL logs the location of MES operating within user-selected spot beams, and the telephone numbers with which they communicate (mobile originated calls). The system monitors the C-band return links from the MES, which are transmitted from the satellite as a single beam with global coverage. It also monitors the L-band control channels to identify active spot beams and L-band channels. System uses a scanning technique to identify C-band downlink frequencies for spot beams of interest. These channels can subsequently be monitored to record the position of mobiles operating within that spot beam, and capture details of the telephone numbers that the mobile contact. The scanning process is performed continuously, as the frequencies used are dynamically allocated, and change periodically. The position of the target will be known to within GPS accuracy, (typically 10-20 meters under current conditions) and it would then be possible to mount direct surveillance of the target.
The system incorporates a large database containing call details and handset GPS positions captured. Telephone numbers dialed by the handsets are recorded by the system, and simple search facilities allow all calls to a particular telephone number to be displayed, along with their associated information.
Wildcards may be used to extend the telephone number search to, say, a particular area or country, but the high numbers of results may present additional challenges to extracting useful information. The mapping facility allows MES locations to be shown directly, and for call details to be obtained by pointing the mouse at the relevant locations.
